He saw that the world had changed and chakra had been replaced with this thing called "Quirks". Finding a liable host in a young boy named Izuku. The boy was the son of the number one hero, All Might and was neglected and abused because of his quirkless status. Sensing immense potential in this child, he passed on his Kamā seal to the boy to use when the time is right.

Since the dawn of quirks, humans started losing their humanity. They valued quirks as if they are what determines where people stand in society and if you don't have a quirk you'd live a life full of torment, torture and just plain cruelty.
