Midoriya was handed over to Chisaki at the young age of 5. Inko Midoriya wasn't excepting the fact that her son was indeed quirkless. She handed him over to Chisaki in hope of her son having a quirk. Little did she know, the next time she would see poor Izuku, maybe she would feel bad for sending him away.
