Chaos has lived a life of seclusion, apart from Echo; a girl he saved as they escaped The Compound. At age ten Chaos escaped The Compound along with Echo. It has been eight years since then. Now at age eighteen, Chaos has decided to find the other escapees, train them and find a way to save their kind in a way that won't get them all killed.

My father was one of those really smart people. I was only five at the time, but I knew what was happening." They have to try it. No one knows what horrors future Hunger Games may bring, and the desperate rebels are willing to try anything. Meanwhile, in the mountainous regions of District 2, Cato Hadley and Clove Kentwell have trained their whole lives for the Games. Nevertheless, their ambitions change when they, without meaning to, find themselves in the Games together. They are both determined to win. But if they don't, what will happen to them? The brainwashed tributes who land in New York City know nothing of who they are or where they are from. They do not remember Panem, or the Games, or even their own names.
