The "Espers city",one of the most futuristic
city in the world.well define normal,there were people walking,a boy who tried to impress his Friends with his ability to despair and appear and more people.the people in the city were labeled by their ability from level 0(non espers)-level 5,and there were five levels 6,called "Gardians".
the gardians protect the city BUT there is also a darker side to the "espers city."
