Zayrah Waters was a SHIELD employee. She used to work as a field agent for them and had worked with Steve Rogers and Natasha Romanoff on many occasions.
She was not just a girl who could beat people up, her tactical intelligence and methods of manipulation was unmatched too.
She'd first seen The Winter Soldier when he'd shot a bullet at her on one of the hellicarriers of The Project Insight.
After SHIELD collapsed, she joined the CIA. And after blip, she's living the life of a free agent. She was never an avenger, yet she joined Sam and Bucky to stop a group of unchecked teenagers from tearing the world apart, and also to stop her annoying ex from thinking that he's God.
