When the world became overrun with war, leaders decided to find peace. The formed the United Council of Countries (UCC) to help find it. 70 years later, in order to control population growth, parents were only able to have two children. When parents would have twins, they were forced to give up one half to be killed in a ceremony once they turned fourteen. The UCC never counted on escapes. That was their mistake.
