Clara is just an average girl in an average world. The rules to the city are simple, keep your head down, keep out of other people's business, and find your other half.
Every 12 year old gets a necklace, every 16 year old gets theirs activated. Then once you're 18 you can find your other half.
However, it's not that simple for Clara. Her other half is missing even though everyone her age is 18 and she is the youngest in the grade.
