100 underaged 'criminals' were sent to the ground after Centuries of  being stuck in space after the earth was put into flames and ratiotion leaked throughout air. 

Phoenix was stuck in a cell since she was 5 for many crimes she committed but in the meanwhile she got her mother stuck in the cell with her. Until her mother was floated when the council decided her guilty.  Two years later Phoenixs mother was still not proven 'guilty' until one day the concil finally decided to float her. Meanwhile Phoenix counted the days until she turned 18 to get floated so she could join her mother. 

But that day never came.

What will happen when Phoenix and Bellamy meet?
