Irma is your average 17-year-old girl. If by average you mean: Vibranium arm, works for HYDRA as an assassin, spy, and terrorist who was taken away from her family at birth and trained to kill, and was frozen in time for 5 years. Then yeah, average.
Irma never knew her parents. HYDRA told her they saved her. They've been spewing these lies ever since she could remember. Now, as Irma's memory is restored, HYDRA tries to take her out.

But they made a weapon and now it's active.
