It was after the battle between Rengoku and Akaza. The crow had broke the news to the othwr Hashira's, as for Tanjiro, Inosuke, and Zenitsu they had to tell the Rengoku family. Which wasn't a pretty show. 

As for Akaza as though he killed the flame hashira he didn't to. He wasn't to turn him into a demon so he didn't have to kill him. Though he respected the Hashira's wishes mainly so he didn't die himself. 

It was only a couple weeks later, Akaza had found Kyojuro's grave and begged Muzan to let him bring him back to life as a demon. He somehow got a yes and that's what he did. He wrote a letter and returned the demon Kyojuro to the demon slayer core.
