An advanced city in the future in the middle of the ocean. A young boy with the number one on his neck must complete a mission in order to be free, in a city where everyone has a number on their neck, telling people how important they are. Two digits numbers are very important people, three digits are important people, and any number above a three-digit number is just average people. Anyone who has a dash after their number is a wanted criminal or a criminal. Any who has the number two through nine are extremely important people, and anyone who has the number one, well, let's just say everyone's life depends on them. The people who dictate who gets what number, punishments for criminals, and who gets what missions have the number zero, they found the place. Every family can only get pregnant three times, the fourth pregnancy will go to a family who can't have kids and they will force the actual parents to have a vasectomy and a salpingectomy. Once a fourth pregnancy child turns 12, the actual parents can meet them and spend time with them whenever they want, as long as their new parents allow it. Everyone gets their numbers when there are seven, after the dictators look at their future jobs. Parents pick who their children marry when they turn 19, and the children don't have a say. Children can't start working until the age of 18 unless their number is two digits or below.
