Gotham City is a police state. Order is maintained with an iron fist by the private law-enfocement agency known as the Magistrate. Using advanced weaponry, surveillance, and military tactics, the Magistrate's "Peacekeepers" hunt all remaining heroes and villains in Gotham, ensuring safety for all at great cost to civil libraries and freedom.

With the stakes much higher than ever before, Batman must now test his wits, vulnerability, and awakened emotions to a bitter degree as the Clown Prince of Crime and the hormonal Jester toy with his intellectual mind. Returning key characters include Alfred Pennyworth, Dick Grayson, Vicki Vale, Commissioner James Gordon, and Selina Kyle.
