Gotham City is a police state. Order is maintained with an iron fist by the private law-enfocement agency known as the Magistrate. Using advanced weaponry, surveillance, and military tactics, the Magistrate's "Peacekeepers" hunt all remaining heroes and villains in Gotham, ensuring safety for all at great cost to civil libraries and freedom.

You work for the Magistrate as one of their Peacekeepers. Though you don't believe in either the masked vigilantes nor the agency, you do what you can to provide for you and your sister.
