This is an AU (Alternate Universe) where Philza did not kill Wilbur after he exploded L'manburg. As a result of this, Dream captured the citizens of L'manburg, believing it was best to lock them up, so they may not cause any more problems on his SMP. 

Here's a little excerpt: 

"Will you stop pissing me off? What is it, your job?"

Tommy seemed to be offended by this, despite having confirmed that fact before.

"I'm sorry, who got us locked up in here? Who decided to blow up L'manburg?"

Tommy's remarks struck Wilbur. Looking back, he was stupid, thinking he could run from his problems by blowing it all up. Wilbur didn't respond, he knew Tommy was right. He was the reason they were locked in here. His brothers, his son, his friends.

He can slightly remember this place to be his once home, and it makes him upset that's it's gone to such shit, and scared by everyone's screams and the fires and the fighting, and mostly, the fact that some people are eating each other.
