Arceus is on the verge of death but he can't die if he died they will invade his dimension and destroy it . So he used a technique that was  taught by an old friend ( guess who?? ) and turns it body into a crystal ball and asked Celebi to travel through another dimension and find a perfect human to be his jinchuriki.
