Those were his sister, and his other childhood 'friends', the Bakugo and Todoroki twins. The girls only did it because they thought it will 'protect' Izuku from becoming a hero. The boys, however, had ulterior motives. During Grade School, he met the rest of future Class 1A. They found out he was Quirkless. The boys didn't like him already, but the girls, they didn't mind it at all. They actually found him as someone they should protect. They knew of his dream to becoming a hero, but they didn't want him to be one because of how dangerous the work can be. The boys found out, and they got mad. They persuaded the girls into bullying him, and to stop him from becoming a hero, and they eventually joined in, but only 3 weren't brought to the bullying.
