Growing up deku was a battery of power and had to keep up the percentage of the damage dealt to him, otherwise he would explode. He went to many anger management classes, but none of them worked until he'd decided to go to a dojo outside of town where he learned balance and control. 

There's always been a prophecy and legacy that a hero of light would destroy the darkness of death and ash, when all for one heard of it after giving his brother the quirk he tried taking it from him but failed, he's been shook from the legacy since.

Even though quirks have become the standard for children, chakra is still used but mostly banned. The age of shinobi's is over and now there are hero's hired by the government to stop rampant villains from committing any sort of crime.
