Hydra had experimented for years, making children weapons of war much similar to the aims of the red room but with a hidden agenda.

1942, Hydra had their hands on the tesseract. In which time the S.E.C.S programme was set up, meaning specially enhanced cube soldiers.
Different age groups were exposed to the cube before they realised children were the key.
These children developed 'powers', in which they were trained to use mindlessly for Hydras purposes.

In 1965, 23 years after the initially launch, the prisoners escaped with the children they were forced to bare. Eleven out of thirteen originals were murdered, the other two fleeing for their lives with their respective children.
