It is set in the exact same time-zone, therefore you will notice, if you've seen the movie that is, that there are overlapping events. If you've also seen the prologue to Train to Busan, you will know they ended up getting Seoul under control, which is why it will be a safe zone, like Busan at the end of Train to Busan.
