Dumbledore left Harry with the Dursleys, didn't mean Harry would stay. when Harry turned 9 he got sick of the abuse and ran away from the Dursleys, when he was 11 he was collected by Minerva from a detention centre where he had been placed for a number of petty crimes, and taken to Hogwarts where he was placed into Slytherin.
