In the overpopulated neon capital of New Terra: Deorum, the Praetorian rebellion is building, attacking enforcer headquarters. Gangs have started organising and avoiding enforcement. Spencer Shaw, an Executioner, starts seeing things differently when the Praetorian rebellion kidnap him and he realises more about himself and the consortium.
