It is New Terra age 64 and the Consortium reigns supreme, the law of the Consortium Bureau of Justice Enforment punishes any and all crime with Execution or substantial fines.
In the overpopulated neon capital of New Terra: Deorum, the Praetorian rebellion is building, attacking enforcer headquarters. Gangs have started organising and avoiding enforcement.
