Harry Potter, after fifth year, decides he is done. He can't do it. Ron and Hermione took Percy's advice and finally abandoned him. His Godfather was dead. Fifth year was hell on earth. He was back at Privet Drive and Vernon decided to beat him horribly before locking him up. His relatives then left. He was done. So. He sends his Ex-Boyfriend Percy Ignatius Weasley a letter. Let's him know what his unanswered questions of their break-up were, and that even almost a year later he still loved him.

Percy Weasley fucked up. He hurt the one person he loved more than anything in an attempt to protect him. So when Hedwig arrived with a letter his thoughts turned horrid. Why was Harry contacting him after a year? As he read the letter he knew he needed to get to Harry. He loved Harry. So when he finished explaining to Harry why he did it he told him he loved him.
