Tommy had never been given the opportunity to decide his gender. It's not that he was never allowed to or anything like that, all of his family and friends were very supportive, and when his nephew Fundy came out as trans everyone happily approved. Tommy had never felt right, but--didn't know why.  The option of being trans was just never shown to him, so he assumed it had nothing to do with that and just got used to being a 'him'.
