This is a third person perspective on the compilation of the different games and the tributes that are forced to participate in them. These stories will be be a spin-off of the actual Hunger Games but they are in no way shape or form in the same universe as the original characters. These characters will be making their own stories and casting their own futures. The games are going to be a bit different as the rules can be changed per games thanks to the unruly grip The Captiol has. These are some of the could be games taking place in the future. They go as such in no particular order:
Original Hunger Games
All Male/All Female
Partners
Different Races (Orcs, Elfs, Dwarves, Halflings, etc.)
Combination Games
Ultimate Games
And any other fun Quarter Quell exhibitions
That means every new season, there will be new characters, placed in different circumstances with the return of older ones when needed. This is a universe of not only one set of districts, but multiple sets that will be touched on when the time is right.
The goal is simple though, survive or be killed and of course "may the odds be ever in your favor".

What would happen if Katniss hadn't won the games? Well the rebellion never happened and the games continued on. This year, it's time for the 4th quarter quell and the capitol has a big surprise for the districts. There will be three games. The first game will consists of district 1-6. 3 males and 3 females will be reaped from each district to participate. 12 of the 36 will move in to a final game. Then the second game will consist of district 7-12. 3 males and 3 females will also be reaped. Again 12 of the 36 will move on to a final game. The Second Annual Hunger Games (Book 2)

All usurpers were executed (except those pesky star-crossed lovers, who knows where they ran off to), District 13 was destroyed for good (but District 12 was rebuilt, on the basis that the Capitol realized that it actually really needed coal), and the Hunger Games were reinstated.
