The coup performed by Delilah Copperspoon for control of Dunwall and all of the Isles was stopped by Emily Kaldwin, previous and current Empress of the Isles.
However, before Delilah was killed, Emily used a specially crafted rune to steal Delilah's Mark. After Emily brought Corvo back, she used the rune to both return his Mark to him and amplify the power of both their Marks.
Now, Emily rules as a mad tyrant, consumed by power with Corvo as her Royal Executioner and personal assassin. Dunwall is in chaos, the Overseers at war with Emily and her City Watch while Gangs run rampant in the streets.
Now, a man at the Edge of the World must leave his home and go back to Dunwall to put a stop to Emily and her rule. The Knife of Dunwall will return to Dunwall, and will kill its Empress once again.

Love Isn't A Void
Your family has had a connection to the outsider for some time now, your grandmother was the infamous "unknown woman". This story is as close to the low chaos plot of the first two games as I could write it, you're a descendant of the character the unknown woman the diary that depicts her belonged to your father. The story may have brief flashbacks but the present time as of the first chapter is a few days after Emily retakes the throne in the second game in the month of nets. The only thing that really definitely does not stick to the story (besides you) is the outsiders age I made him 20 because I'd feel weird if he was his real age anyways this story will cover sensitive topics there's a reason it's mature.
