There will be some time skips because otherwise their romance wouldn't be possible (Bruce and Nat - it physically hurts me to watch it, but it happened - and Sharon and Steve). The main romance will therefore be after Captain America: Civil War. There will also be other characters involved like Tony or Wanda and later especially Sam, because he's on the run with them.
