"Ostensibly, the Council of Ruvs existed as a governing body for the Ruvs of all AUs. Of course being Ruvs they were contrarian and hated authority, but as the council had been a Sarv's idea and at their core Ruvs were devoted to Sarvente, they tolerated the ground rules set up by the Council and rarely fought the decisions made. They normally discussed matters of great importance to Ruvs, from the most acceptable places to get weaponry (the answer was always anywhere it was convenient and easily stolen) to incidences surrounding Sarventes."
