Leon was born with unusual powers of radiation increased speed and strength killing people who were near him or giving them cancer so the United States put Leon in a remote island in the Gulf of Mexico surrounded by a storm but they still send supplies and go visit him from time to time to study him and his abnormal abilities for a human, but right when Leon was contemplating life and why he's like this something...strange happened.
