Tony is from the time of Civil War, the rogue avengers are from right after the black widow movie has finished minus Nat and Clint they are from before the black widow movie, Everyone else minus Wanda and Vison are from after endgame, Wandavis is from after age of Ultron and Clint's family in this too same with Yelena, Meliane and Alexie Nick Maria Hill.

No matter how many times you think you defeated Hydra they keep coming back. This is set before Ultron, some events are similar to the movies, other's aren't, a lot is made up.
