The Quirkless Law Act, implemented in the year 2491, was an act that was implemented to help The Quirkless, to try to help them manifest a quirk. To the public, it was seen as an act of mercy, in reality, it was just abuse and torture, but really, why would it matter? The Quirkless weren't considered 'human' after all.
