It's the mid 2100's, and the world's government system has turned and become corrupted.
The world runs on power and rules, and those who have no power are just pawns to make money. For those who do not follow orders or do more than just a petty crime, will be killed on the spot. This is how those in charge, stay above everyone else.
Most Countries have their own leader, called State Leaders, who work for the High Table. The High Table runs the world, they make the rules and give orders to the State Leaders. No one, other than the State Leaders, have seen the High Table, and no one is above them.
Luckily in this contemporary society, if someone loses an arm or a leg, it is not a big deal. All they needed was the money to be able to afford a mechanical one. Most people had internal mechanics, but some do have external robotics to help them live.
Everyone, including the State Leaders have a number on their right arm, this number was put there so the High Table could keep track of everyone who follows them. The State Leaders have lower numbers, below 250, since they were some of the first people to follow the High Table, where everyone else runs along off that. Though if you were to turn against the High Table and they found out, your number would change. It would disappear and a new number would appear on your throat and travel down the chest if long enough.
The new numbers are to count how many people are against the High Table. The number is in an obvious spot so people who work for the State Leaders, would know to ether kill, capture, or report you. These numbers are how people know each other, most people did not know other people's names, only their number.
