Winnie Potter was a witch and quite a talented one to be frank. She could use wandless magic before anyone even thought about that and did it spectacularly. Of course, one cannot simply be the best at everything and that was why she desperately needed help in charms.
Sirius Black, on the other hand, was good at charms and nothing else.
