This is an outer banks story. Emma Routledge is John Bs younger (by 9 months) half sister. Emma is moving back to the outer banks. Then she runs into Rafe, who she has only heard stories about. She learns more about him, and is Torn between him and her friends. In this story Emma and the pogues are 17 while Rafe just turned 19. I don't own the rights to the outer banks I only own my characters and their stories.
