ژاپنی‌ها حاضر بودند برای استخراج نفت در حوزه‌های آزادگان و یادآوران با تکنولوژی سطح بالا، همانند استخراج در دریا از این حوزه‌ها بهره‌بردای کنند اما چینی‌ها حاضر به انجام این کار نشدند و بخاطر ارزانتر شدن پروژه پیشنهاد خشک شدن هور را دادند که متاسفانه شورای عالی امنیت ملی هم آن را می‌پذیرد.
