Valera Palpatine lives with her father, Sheev Palpatine, on Naboo. Her mother disappeared months after Vale was born, for reasons her father won't share. Around the age of ten, a Jedi Knight and his Padawan visits Naboo. 

By the end of the visit, the Jedi Knight's gifted with twice as many Padawans than when he came there with. Which is the beginning of a new world for Vale Palpatine.
