When Lena Luthor felt betrayed by Kara Danvers aka Supergirl she felt that no one should feel that pain ever again. 

Over time Lena realized that even though she can't trust Supergirl that doesn't mean that she isn't useful. Lena developed tech that could mind control supergirl so that together they can end all pain.
