بدواً لازم است چكیده‌ای از شرائط كنونی جهان، یا به تعبیری دیگر، شّمه‌ای از نظم نوین جهانی را بیان كنم. نظم نوین جهانی از اوائل دهه‌ ۸۰ میلادی در غرب مطرح شد. كه عبارت بود از شیوه جدید تقسیم كار جهانی به نحوی كه نظام تولید سرمایه‌داری غرب (آمریكا، اروپا، ژاپن) را از بحران فعلی آن رها نماید و بحران فعلی نظام فوق، مازاد تولید بر مصرف، كمبود فضا برای جذب بازارهای اقتصادی غرب و بالاخره ضرورت پرهیز از جنگ علنی و خشونت‌آمیز، می‌باشد.
