    In Ivywood City, the Containment Control search for people who don't fit in with the "norms" of what the higher powers believe society should be. 
    Evelyn Blackwood, orphaned since she was very young, only has a pet pigeon for company, and lives rough on the streets. 
    She soon joins up with a band of other abandoned Outcasts, as they call themselves- those downtrodden and threatened by the cruel justice system just because of who they are. Together, they must fight back against the CC, at any cost, in order to earn their freedom...
