At the moment of birth, parents of new born children are shown who their child's soul mates will be: an action that has no explanation for occurring, but one implemented by the government for various reasons. At 18, these children are revealed only two pieces of information: the year in which they will meet their soulmate, and a location. The rest is up to them.
