Okay so the hordes Plan was for catra to "fake die" so Shera would be distracted and catra thought that Adora would not feel anything for her loss. But she was wrong. Once she say Shera having a breakdown. Catra didn't care about the plan. She went out from the hill so Shera would see she is alive. Shera was so relieved and scared that she hugged her and thought about kissing her
