انقلاب توقعات جمعیت را بالا برده بود و آن‌ها در شرایط کمبود حاد پول، مسکن و کار را انتظار داشتند. در پاسخ به این چالش‌ها بحث وسیعی در میان معماران در روسیه درگرفت. تلاش‌هایی برای تعیین شعارها دربارۀ مناطق مسکونی جدید صورت گرفت. اما نهایتاً برنامه‌ریزی شهری شوروی عمدتاً توسط نیکولای میلیوتین (١۹۴٢-١۸۸۹) تدوین شد و در کتاب او «اسکاتس‌گورود: مشکل ساختمان شهرهای سوسیالیستی» شرح داده شد.
