A young wendigos were captured by the government to be turned into military weapons. Weapons' that can kill and not feel remorse cause what do wendigos eat? Humans.
They soon found out that they could not be trained to kill only the enemy and soon killed them all. All the wendigos are in the world are killed and none are seen today. Except for Wendi who goes by wendigo latter on. <- might make a prequel book for this segment.
