After Joe Cruel escaped his underground solid steel prison, breaking through the road, causing a massive car crash, those unfortunate souls who lived through the initial impacts had a rough time of it when Joe came a calling. No person was left alive on that street corner, this made Joe happy, Joe was happier when he was covered in the severed limbs of humans, or any limbs at all, he wasn't very particular when it came to these things.
