Since being outwitted by her, the Goblin King, whose heart was too cold to love, had melted for the human, Sarah. In his act of saving Sarah causes her to be trapped for eternity forever. With the other Fae after the one he loves, Jareth has to protect Sarah without restricting her freedom and, in extent, causing her to hate him.
