Oliver Too, an ordinary, non-elemental 16-year-old boy lives in a Bubble City called Raine in Liquid State. He and his friend Hazel Mint, a Gas person who controls the element Hydrogen, must protect a 6-year-old girl called Salt whom they rescued from the cruel Dame Diamond, the ruler of Solid State and guardian of the child. Salt has the ability to find zeolites the energy stones used to power electricity, and drive sub warships and weapons.
In their fight with Dame's Palladium Knights, Oliver strikes a flint stone against steel and creates fire with his oxygen breath, thus becoming Oxygen - the lost Legendary Elemental. Oliver is wary of his new powers, especially with his ability to steal the breath of others.
When the planet's famous Octo Games come to Raine City, everyone is excited. But, trouble is brewing. Many of the Elemental athletes from the 3 States were kidnapped. It is up to the heroes and their friends at Raine High School to find the missing athletes, and save their city and the world from Dame Diamond's destruction.
