Ever since the discovery of the portion of the population had superhuman powers, selfish humans had started producing children in hopes of having a superhuman child, but if that child was a failure- they would get disowned, and overpopulation of orphans had started to arise- that even orphanages didn't have enough space for children.
A caretaker decided to put an end to this by establishing "The Hestia Institution," A place where abandoned children go and get reshaped or trained into a person with use, so that they can prove they can be useful- therefore adults buy them back from the institution, solving the problem of overpopulation of the children.
