Mutaki Arashikagami was born and raised to be a spy. He along with 99 other children were raised in the empty Chinoike clan area in Hell Valley, in the land of hot water.
He was one of three to pass all the testing and training. He was strong, even at a young age. So with his training done, he was sent off to be a spy in Konoha.
He was accepted in as an orphan, and allowed to train and become a ninja. Now have successfully infiltrated, he begins his life as a spy for his master.
