هنگامی که قولی به فعال اقتصادی داده می شود که طبق آن ۲۰ سال معاف از مالیات هستند نمی‌توان به دفعات این قانون را نقض کرد ...در حال حاضر هفت منطقه آزاد دیگر بر تعداد مناطق آزاد کشور اضافه شده و ما در مجموع ۱۵ منطقه آزاد خواهیم داشت که همه اینها مشکلات زیرساختی دارند و از محل تامین اعتبارات عمرانی در بودجه باید لحاظ شود و پیگیریم در بودجه ۱۴۰۰ این امر اتفاق بیفتد
