در روز ١۵ ژوئیه، پنج کشور BRICS، برزیل، روسیه، هند، چین، و آفریقای جنوبی رسماً ایجاد یک بانک توسعه جدید را ، که مرکز آن در شانگهای قرار خواهد داشت و هند نخستین رییس آن خواهد بود، در فورته‌لزا برزیل اعلام کردند. این بانک با سرمایه اولیه ۵٠ میلیارد دلار، که توسط پنج دولت تأمین می‌شود آغاز به کار خواهد کرد، و برای طرح‌های توسعه زیرساختی پول در اختیار همه دولت‌ها قرار خواهد داد. پیشنهاد بریکس همچنین یک «صندوق ذخیره» به مبلغ ١٠٠ میلیارد دلار را دربر می‌گیرد، که برای سامان‌دادن موقتی به مشکلات تراز پرداخت‌ها به دولت‌ها وام خواهد داد؛ اما این صندوق قرار است تشکیل شود.
