Set in an alternative universe in which the Elemental Nations became one nation emerged with other countries. Emperor Asahi Yoshida saves a woman from Konohagakure from stoning by her fellow townsfolk and gives her sanctuary in Kimon City. While investigating the matter further with his wife, he discovers laws made without their approval and does everything in his power to remove the town's leaders from their positions.
