Dr. Ivo Robotnik, the leading light of the industrialist movement, has been thwarted by that confounded hedgehog Sonic once more, leaving the planned capital of his planned empire, Cyber City, an aimless melting pot of crime and corruption.
Prosperity has given way to poverty, development to despair.
The city, now renamed to the much grimmer (albeit more fitting) Genocide City, is hemorrhaging its citizens, all in want of greener pastures.
It is beyond saving? Lingers hope with its remaining citizens, sparse as they are?
